The Adams County Economic Education Foundation, a 501-C-3 public charity, acts as the fiduciary agent for the Adams County Business Education Partnership. The mission of the Adams County Business - Education Partnership (ACBEP) and the Adams County Economic Education Foundation (ACEEF) is to increase understanding of the private enterprise market system as practiced in the United States and to engage and organize the leadership of the business and labor community to work with education, government and others to design, implement and sustain an industry-driven, competency-based program that encourages and enables students (K through 12) to attain world class academic and skill standards in schools located in the Adams County area. The Business Education Partnership directly links school and work experiences and integrates the strengths of existing education and training programs.

Through gifts and bequests individuals and business can help young people in Adams County develop career awareness, career exploration, career specialization and advanced skills / training. The Foundation funds the operation of the Partnership as well as the many specific programs that help young people discover their career path and follow a path of life long learning. Some of these programs include Mini Grants, the Senior Self Improvement Award, the Mentoring Program, and the annual Adams County Career Fair.
The Foundation’s donors are individuals, companies, and public agencies with a strong sense of community and a personal commitment to making a significant contribution to the county in which they live and do business. Their donations help to build the future leadership of Adams County by ensuring our young people develop into responsible and productive young adults.

There are several ways in which donations may be made. One is a straight charitable contribution to the Partnership through the Adams County Economic Education Foundation. Another avenue is through the Pennsylvania Educational Tax Credit program. The ACBEP / ACEEF is recognized as an educational improvement organization by the PA Department of Community and Economic Development.

An educational improvement organization must contribute 80% of its annual receipts as grants to public schools for innovative educational programs. Grants for innovative educational programs include costs incurred by educational improvement organizations in providing innovative educational programs to, or in conjunction with, public schools.
Tax credits may be applied to the Corporate Net Income Tax, Capital Stock Franchise Tax, Bank and Trust Company Shares Tax, Title Insurance Company Shares Tax, Insurance Premiums Tax, or Mutual Thrift Institutions Tax. Tax credits are limited to 75% of the business's contribution, with a maximum of $100,000 annually (meaning the business would have to contribute $133,333 in order to obtain the maximum tax credit amount). If a business agrees to make the same contribution to an organization for two consecutive tax years, it may receive a tax credit equal to 90% of its contribution, again up to a maximum of $100,000 annually (meaning the business would have to contribute $111,111 each year for two years in order to obtain the maximum tax credit amount).
